Nikki (finance staff) presented the invoices and the board approved the payment ratification by voice vote. The board also approved conditional offers of employment, including Garrett Russell as subdivision and land development administrator at an annual salary of $43,660.50 and an anticipated start date of March 23, 2026. The board accepted a reclassification in the Domestic Relations Office from a part-time customer service specialist floater to a full-time customer service specialist (pay grade 4), which Speaker 6 said would leave a net county cost after reimbursements of $9,573 and would be supplemented by $20,000 monthly from Title IV-E funds.
Separately, the board approved a full-time learning and developmental coordinator (pay grade 9) for the county’s 9-1-1 operations, described by a staff member as a role to create dispatcher training tied to recently acquired software; that position is 100% PIMA grant funded. The salary board minutes from March 5, 2026, and several other personnel items were also approved.
Commissioners confirmed an emergency budgeted item reimbursable through '901' funds to cover electrical call-outs at tower sites and the 9-1-1 center and approved a contract amendment to increase inmate communication tablets and extend the county's agreement with Bypass Technologies through October 2029; the amendment was presented as a revenue item for the county and the prison. The board also approved a small utilities agreement with UGI to upgrade a gas service to permit a backup generator to operate and a fire-protection amendment with Guardian Protection for strobes and inspection service at the TSP renovation.
