Elko council approves NNRDA membership, equipment purchases, event closure and appoints planning commissioner

Elko City Council handled a mix of routine and policy items on Aug. 26, approving an amended interlocal cooperative agreement with the Northern Nevada Regional Development Authority, several budgeted equipment and procurement items, a temporary street closure for a community festival, and a planning commission appointment.

Resolution 15‑25: The council adopted Resolution 15‑25 to authorize the city’s membership in the Northern Nevada Regional Development Authority (NNRDA). Sheldon Mudd, executive director of the NNRDA, told the council the updated interlocal agreement extends current terms for five years and that the organization focuses on workforce, community and business development across four northeastern Nevada counties.

Budget and procurement actions: Council approved warrants for FY2025 and FY2026 and approved a budgeted purchase of a new Peterbilt boom/refuse‑system chassis (Sourcewell procurement) in the amount of $491,444 to replace a 1992 unit that staff described as hard to maintain. On a rebid of the Water Department System Modernization meter components, the council accepted the lowest responsive Ferguson Enterprises bid of $2,839,091 (staff noted Buy America compliance and responsiveness as factors).

Event permit and appointment: The council approved a request by Ruby Mountain Hot Air Inc. to close Chris Sheeran Way for the Ruby Mountain Balloon Festival balloon glow (Sept. 19); one councilor abstained. For an open vacancy on the City of Elko Planning Commission, council interviewed two applicants and appointed Carlos Nunes to serve a four‑year term expiring July 2029.

Bridge acceptance and remaining items: Final acceptance for the 12th Street Bridge maintenance project was deferred because certified payroll paperwork was incomplete; staff recommended returning the item once documentation is submitted. The council closed its meeting after announcing two pending closed‑session personnel matters.
