Lincoln County commissioners approve interlocal agreements, budget items and hires; public health nursing contract extended

At its June 2 session the Lincoln County Board of Commissioners approved routine vouchers and several interlocal agreements, set a special meeting for June 30 to address budget augmentations, and approved personnel and program changes including a multi‑year public health nursing contract.
Recorder/Auditor Amy Elmer presented fund balances and accounts payable and requested a special meeting on June 30 at 8 a.m. for budget augmentations and function transfers. She reported ending balances as follows: General Fund $3,804,582.96; Federal In Lieu $867,574.55; Grants $670,742.29; Detention Center $118,222.55; and Solid Waste $54,269.74. Elmer said it is likely the county will need to transfer funds into the Detention Center fund.
The Board approved a DMV interlocal agreement to implement Ordinance 2024‑02 pursuant to NRS 277.180 and NRS 373.070; county staff said the state began collecting the diesel tax April 1 and will begin distributing funds to Lincoln County in July. The Board authorized Commissioner Mike Reese to sign the agreement on the county’s behalf.
Commissioners also approved an interlocal agreement with the City of Caliente for police services and an interlocal agreement establishing county library services at the Caliente Depot effective June 2, 2025; Library Director Sharron Faehling had submitted written comments about relocation and setup work required before opening.
On public health, the Board approved an amendment to the interstate interlocal contract with the Division of Public and Behavioral Health (DPBH) for the Community Health Nursing program, effective July 1, 2025 through June 30, 2029. Briza Virgen (via web) and Tammy Ritter (state) said the position has been posted; the Board learned that Jessica Pearson, a local nurse, will start June 9 and will work 24 hours per week with the county contributing 10 hours per week toward local coverage.
The Board approved hiring a Solid Waste mechanic/operator (grade/step 34‑05) to begin part‑time and transition to full‑time effective June 2, 2025. A lease agreement between Lincoln County and the State of Nevada for office space was discussed but tabled pending review of the previous contract and possible counteroffer.
Other routine items included the appointment of District Attorney April Bradshaw to the Nevada Local Justice Reinvestment Coordinating Council, and commissioner and department reports on upcoming meetings, elections equipment, and planning commission schedules.
