Department heads reported on proposed electrical ordinance language to prevent non-city electricians from removing meters, completed solar light installations along a bike path, pending Folsom Farms service work, meter battery replacements, quarterly meter calibrations, and recent rebate approvals and applications.
During the March 4 meeting, department heads provided a series of operational updates covering ordinance work, equipment testing, site services and rebate programs.
Ron Golstad said he is researching modifications to the city’s electrical ordinance to prevent outside electricians from removing city meters and to reduce the risk of injury; he said he will coordinate draft language with Todd before bringing it forward to the commission. Todd reported oil samples from the faulted switch (tested by TNR Electric/Jerry’s Electric) came back clean for PCBs and are eligible for disposal. Todd also said crews worked with Windset to document water and light service conditions and are processing service requests for Folsom Farms’ new building, including transformer sizing based on load calculations.
Staff reported the solar lighting project along the bike path is complete with new mounts and functioning fixtures. They also said crews are replacing older water meters (roughly 10–15 years old) whose batteries have been failing, primarily larger commercial meters.
Ray noted IPS completed quarterly meter calibrations and that Brian is attending Minnesota Rural Water training in St. Cloud. Jordan provided rebate program updates, including finalizing a Sacred Heart lighting rebate covering about 42 fixtures and pending HVAC rebate paperwork for a church. Keith summarized the recent APPA conference in Washington, D.C., saying meetings with senators and staff raised optimism about federal funding and loan-process reforms; staff filed a solar project application and expect vendor response soon, with a scoping meeting scheduled later the same morning.
No formal policy changes or votes on ordinance language occurred at the meeting; Golstad indicated he will return with draft ordinance language.
