Adam Gove, Richland County's engineer, asked the board for authorization to participate in Ohio's bulk road-salt contract for the coming season, saying submissions for the state contract are due May 1.
"We are planning probably a 3,000 tons contract," he said, noting the county purchased 2,500 tons through the state last year but, counting other procurements, bought about 5,200 tons total last season. He said the county likely has "1,500 tons on hand, maybe a little bit more than that." Gove estimated last season's state contract price was around $58–$60 per ton while the county's own contract landed in the upper $60s, and he expected prices to be higher this coming season.
Gove explained state participation rules: when the county reserves tonnage through the state contract it typically must purchase roughly 85–90% of that reserved amount; the county also runs a separate county bid that township and municipal partners may use with different minimums. "So we've... we're gonna buy all our stuff from the state first that we're required to meet a minimum on, and then we fill in with the county as we need," he said.
In related updates, Gove said final contracts for the Home Road/Letch Spring Mill roundabout were signed that morning and a preconstruction meeting would be scheduled; he said the contractor was looking at a May start date.
The board approved the authorization to participate in the state contract by voice vote and asked staff to proceed with required submissions and contract arrangements.
