Council approves joint powers agreement with Lakeview Township, repeals joint planning board and adopts rezoning at Willow Street

The Detroit Lakes City Council approved a joint powers agreement with Lakeview Township that would return subdivision authority for a defined area to the city, and simultaneously repealed the prior resolution creating a joint planning board as a condition of that agreement.
Community Development chair Alderman Sean Carlson asked Administrator Kelsey Clem to summarize the negotiations. Clem said the agreement reflects roughly a year of talks among the city, the township and Becker County; it restores some subdivision control to the city over a reduced, targeted area (shown in the agreement's map). Clem said Lakeview Township has already approved the agreement and that the council action would enact the city's portion.
The council moved and approved both the joint powers agreement and the repeal of the joint planning board by voice vote following a committee recommendation.
Separately, council gave second reading and adopted Ordinance 5-46 to rezone 204 and 220 Willow Street East (identified as the former Lincoln School / Circle North Properties) from R-2 (two-family) to RM (multifamily). The council also approved a conditional-use permit to allow a publicly accessible car wash attached to a new 10-bay quick-lane facility by Weber Motors at 1365-1369 and 1373 Wenner Road; the planning commission and city committee had unanimously recommended the permit.
