Commission discusses contaminated Caselton Mill parcel and sale of Alamo Industrial Park acreage

County officials told the Board of Commissioners on May 5 that a contaminated parcel at Caselton Mill (APN 009-012-89) may go to the Treasurer's tax auction if the owner does not pay outstanding taxes by the morning deadline. Treasurer Shawn Frehner said the county's owed amount, including penalties and interest, totals $4,116.87 and said she can write off allowable portions if the county assumes the parcel. Staff and commissioners described the site as contaminated and discussed coordination with Greenfield Multistate Trust and the Nevada Division of Environmental Protection (NDEP) for remediation or funding support.
Planning/Building Director Cory Lytle argued the county should consider assuming the property so remediation could proceed in partnership with state and trust entities, and said previous owners have proposed preserving the site for its historical value. Treasurer Frehner cautioned she did not see the county's benefit in assuming liability but noted payment and sale processes would proceed if taxes remained unpaid. The board agreed to allow the Treasurer to proceed to sale if the owner failed to pay by the posted deadline; no county assumption or purchase was finalized at the meeting.
Separately, Cory Lytle reported interest in purchasing an additional 29 acres at Alamo Industrial Park by a business led by Paul Mathews. The board discussed raising price above the original $1,200 per acre, and approved a motion allowing Cory to negotiate sale terms and proceed with the sale process. Commissioner Lisa Poulsen made the motion to approve the sale and authorize negotiations; Commissioner Mike Reese seconded and the motion passed unanimously.
No environmental remediation plan or sale price was finalized on the Caselton parcel during the meeting; the board took no final action on removing the Caselton property from the auction list and instead directed staff to follow the statutory auction timeline.
