Planning Director Michael Henke summarized the application and land-use findings the Council relied on, and applicant Megan Dial presented details about the business plan, menu and operations. Dial said the restaurant would have about 45 seats indoors and 30 outdoors and noted there are sheep on the property. Henke explained that outdoor seating occupying less than half of indoor seating would not require additional parking and that parking requirements for indoor seating are calculated by square footage. City engineer Wes Johnson advised that a properly sized outside grease trap would be required.
The Council held a required public hearing; no members of the public offered comment. The approval includes standard conditions: the applicant must obtain a CUP, local consent, business license, alcohol license, and comply with all applicable state licensing requirements, special-event permits when required, and Midway City Code (including light and noise ordinances). The Council also required that no alcohol-related signage be visible from the outside of the building, including from Main Street. The motion to approve the CUP and local consent passed with recorded Aye votes from Council Members Andy Garland, Lisa Orme, Andrew Osborne, Kevin Payne and JC Simonsen.
The approval allows on-site alcohol sales for Montblu; the applicant must secure state licensing and follow the city’s conditions before opening.
