The Murrieta Valley Unified School District board approved the English Learner (EL) master plan after staff presented a multi‑year development process that included teachers, parents and district administrators.
Faith Munchenek Jackson introduced Jill Bushhausen, the district EL coordinator, who said the plan—developed over three years—aligns district policy with the state English Learner Roadmap, emphasizes assets‑oriented instruction, standardized supports across sites and aims to reclassify students by the end of fifth grade so middle‑school scheduling is less disrupted. Bushhausen said the plan will be posted on the district website, is intended as a “live document” that can be updated, and includes translated materials and outreach to families in the district’s top five languages.
Board members praised the plan and acknowledged a large team of contributors, including principals, counselors and teachers; trustees also congratulated Bushhausen on her upcoming retirement. The board approved the plan and moved forward with the first reading of proposed policy and administrative regulation updates (BP/AR 6174—Education for English Learners). The motion carried unanimously (4‑0).
What happens next: the EL plan will be posted for access by staff and families; district officials said they will continue training and program evaluation tied to the plan.
