Board hears PARS retirement-plan options and Measure M refunding; accepts Measure M audit

Dr. Weimer presented two fiscal items the board will consider for future action: a possible PARS (public agency retirement system) incentive to manage personnel-to-revenue ratios and a possible refunding of callable Measure M bonds to take advantage of lower market rates.
On PARS, staff reviewed participation modeling and timing options. Using past experience and PARS analyses, Dr. Weimer said earlier offerings produced savings and allowed staff realignment without layoffs; the district’s adjusted estimates for a 2026 offering at the 60% participation model could yield about $1.7 million under PARS' initial estimate and about $2.9 million using the district's adjusted projection over a five-year horizon. He stressed the trade-off between participation rate and retaining the right staff mix for future openings.
On Measure M bonds, Dr. Weimer explained that refunding callable bonds can lower the interest rate the district pays and translate to taxpayer savings; he cited a sample reduction (a 6% to 4.5% example) that would yield roughly $1.8 million in savings on a $100 million notional. The district will work with bond counsel and financial advisers to time any refunding windows and to quantify direct per-taxpayer impacts through the county.
The board also accepted the district’s Measure M financial performance audit for the period ending 06/30/2024; Dr. Weimer reported no audit findings. Board members asked for additional detail on per-resident savings and the timeline for any refunding options; staff said they would provide additional analysis at a future meeting.
