The Winchester Town Planning & Zoning Commission voted to accept two applications and set public hearings for Feb. 9, 2026.
The commission opened a hearing date for application PZ25-23 (applicant: Wesley Powell), an excavation-renewal special permit for 179 Cobourg River Road in a PI zone. A committee member noted the site falls within a 500-foot notification boundary, requiring a referral to the neighboring town of Colebrook; staff confirmed the referral will be made. "The public hearing will be held 02/09/2026," a member said when the motion was made and seconded.
The commission also accepted application BUSY-25-25 (applicant: George Mejane) to convert an existing building at 25 Center Street to a multifamily use in the town center zone and set a Feb. 9 hearing. Commissioners discussed notification logistics and the need to mail required notices within the statutory timeframe; staff said the office would handle mailings and that the applicant should provide any missing unit counts or inspection information. Members asked whether a fire marshal inspection had occurred; staff said they had inquired through the portal and were awaiting confirmation of unit counts and any inspection findings.
Staff advised applicants of notification time limits and other procedural steps ahead of the hearings. The hearings will give residents an opportunity to comment on the proposals and allow the commission to review any referrals and inspection results before making decisions.
