City awards parks rehabilitation contract to Great Basin Engineering

The Elko City Council voted Nov. 12 to award the Parks Rehabilitation Project (Main City Park outdoor courts and Southside Park pickleball courts) to Great Basin Engineering, the lowest responsive bidder. Staff displayed bid tabs showing three responsive bids ranging from $1,399,208.64 to $2,411,123.50 and recommended awarding the base bid to Great Basin Engineering.
Engineering staff said optional bid alternates (landscaping, lighting and resurfacing adjacent courts) would push costs well above the budgeted amount and therefore recommended the city focus on the base scope. Staff and the city manager reported confidence they could identify roughly $200,000 in additional funding to cover the base-bid shortfall. The recommended contract will use a 120-day construction period; staff said they are aiming for completion in time for the 2026 pickleball season but allowed a cushion into July.
A council motion to award the contract to Great Basin Engineering carried on a voice vote; council members noted the importance of coordinating with the contractor to minimize disruption for players during construction.
