Council awards Well No. 4 rehabilitation contract to low bidder

The council approved awarding the Well No. 4 rehabilitation to the low bidder (Tine Wells) for $40,213.50 to be charged to the Water Improvement Fund after staff reported reduced pumping capacity and recommended rehabilitation to restore capacity to about 650 gpm.
City staff told the council that Well Number 4 began showing vibration in September 2025 and that pumping capacity had fallen from about 650 gallons per minute to roughly 500 gpm. Staff said the failing components included the foot valve, pump bearing and a check valve and presented budget pricing for an in-place repair and for a full rehabilitation.
After soliciting three quotes and opening them on Jan. 7, staff recommended awarding the rehabilitation to Tine Wells for $40,213.50. Staff said rehabilitating the well (including cleaning the screen and work in the gravel pack) should restore capacity closer to the original 650 gpm. The project will be charged to the Water Improvement Fund.
Council voted to award the contract as recommended and did not attach additional conditions.
