Lake County road superintendent recommends Albina Asphalt for $755,766 surface oil treatment

Road Superintendent Kevin Hock told the Lake County Board of Commissioners on April 8 that Albina Asphalt submitted the lowest quote for the county’s 2025 surface oil treatment at $755,766.50 and that he recommended the county accept the bid. Action was scheduled for the Board’s regular session the following day.

Hock also presented herbicide quotes and recommended Nutrien Ag Solutions at $43,218.30 — roughly $20,000 higher than last year. He said lower mixing of residuals this year will limit cost-saving possibilities and noted Nutrien’s tote deliveries help reduce handling expenses.

Hock explained that the procurement process produced multiple bids and that the recommended vendors were the low responders. He framed both recommendations as routine maintenance spending tied to the county’s road-preservation program and said formal action would occur during the regular session agenda.

Facilities and operations implications were discussed alongside the bids. Hock additionally reported discussions about storage needs and potential demolitions of unsafe County-owned buildings in Silver Lake to make way for new storage structures supporting northern-county emergency response; he said these facilities conversations were separate from the maintenance contracts but relevant to service delivery.

The Board did not take a final vote on the bids during the work session; commissioners directed staff to place the items on the regular-session agenda for formal consideration.

The county’s Road Department will present final contract documents and any required local compliance paperwork when the matter returns to the Board.
