Kootenai County elected officials discussed April 15 the early stages of creating service-level metrics to include in a forthcoming comprehensive plan.
The moderator said measurables are important because "you cannot manage what you do not measure" and asked officials to consider examples provided for law enforcement and fire. The moderator said whether the board would fund additional resources depends on what specific measures departments propose.
Assessor Kovacs urged caution, saying prior attempts to capture similar data required "a significant investment in time and effort" beyond normal practices and that a previous board request for an additional commercial appraiser was downgraded and ultimately removed from the budget. "It actually was a significant investment in time and effort that was, over and above what our normal practices are because we do not have systems that capture that data," Kovacs said.
The moderator asked Kovacs to present a clearer scope and resource estimate so the board could evaluate funding needs, noting examples that had been developed previously might be achievable within current practices while others could require new investments. Officials agreed to continue the conversation offline and to provide follow-up materials illustrating required resources and likely costs.
No formal decision or funding authorization was taken at the meeting.
