Summary
The Scott County Council approved a $95,000 transfer from bridge maintenance to bridge inspection after highway staff said a consultant contract for 2025–2028 inspection work totaled $315,093.39; staff said roughly 20% of the contract is county-funded and invoices must be paid up front.
The Scott County Council voted unanimously April 14 to transfer $95,000 from the county’s bridge maintenance account to its bridge inspection account so the highway department can pay invoices associated with a multi‑year consultant contract.
Highway department staff told the council the consultant’s inspection contract for 2025–28 totaled $315,093.39 and that about 20% — roughly $63,019 over the contract period — will be county dollars after reimbursements. ‘‘Bridge inspection contract ended up being $315,093.39,’’ the highway department official said, noting the county must front about $100,000 in invoices and will receive reimbursement to the Cambridge account later.
The department presented a five‑year plan that identified about $9 million in potential bridge projects; staff said county dollars over that span could total about $2.5 million. Council members and staff discussed grant timing, upcoming grant application rounds and which bridges meet the federal threshold for classification as a bridge (greater than 19 feet).
Chair opened the motion to approve the $95,000 transfer and the council voted 7–0 in favor. Staff said the department will return to the council next month with a maintenance appropriation related to the program’s ongoing cash flow needs.
The vote authorizes immediate payment of inspection invoices and preserves the department’s ability to pursue planned projects and future grant opportunities.
