APC approves TIP changes, trades federal funds with Bloomington MPO and reallocates $68,338 to emergency vehicle project

The Tippecanoe County Area Plan Commission (APC) approved two Transportation Improvement Program (TIP) amendments at its April meeting, reallocating an additional $68,338 into an emergency vehicle preemption project and authorizing a federal-funds trade with the Bloomington Metropolitan Planning Organization to support the Salters Home Road project.
Doug, a staff member presenting the amendments, told the committee that INDOT’s final federal fiscal-year 2026 allocation included an extra $68,338. "We have to use those funds by September," Doug said, and staff moved that amount into the emergency vehicle preemption project to help cover construction bids that exceeded the engineer’s estimate.
The committee also approved a negotiated trade with the Bloomington MPO. "We executed that agreement," Doug said, explaining that the trade rounded $2,227,010 up to $2,230,000 to simplify bookkeeping and that the small difference would be removed from the South 9th Street construction phase. Tim, a staff member who moved the motion to follow the staff recommendation, said the proposal was consistent with staff guidance; a second was given and the voice vote passed.
On a separate FY27 funding issue, Doug described three options to absorb a $73,025 reduction: remove the full amount from one project, prorate between two projects, or split the reduction across three projects (South 9th Street, the emergency vehicle preemption project, and County Road 600 North 50 West). A committee member argued option C was the most equitable; the committee adopted option C by voice vote.
The first TIP amendment — a series of INDOT-requested adjustments covering 10 projects, including a new sidewalk ramp on 52231 between Cumberland and Airport Road and the removal of a long-queued veterans home project — was also approved earlier in the meeting after Doug reviewed the individual project and phase changes.
None of the votes were recorded as roll-call; Chair called for voice votes and each motion passed. The committee was referred to the staff report for per-project contract numbers, phase amounts and other granular funding details.
What happens next: Staff will transmit the committee’s recommendations to the policy board as required for final action and will continue working with INDOT and affected MPO partners to obligate FY26 funds in time. The committee will also monitor the South 9th Street and emergency vehicle preemption projects for schedule and budget changes.
