City Manager Joel Griffin updated the Milledgeville City Council on several administrative and land‑use matters during his report.
Griffin said the city’s new K‑9 officer, Diesel, is already contributing to public‑safety work, citing a recent contraband find at Ballen State Prison that included phone chargers and batteries. He described the dog as “earning his money” and said staff will monitor performance and related personnel matters.
On a returning public‑arts ordinance, Griffin said he had incorporated language responding to earlier council concerns that the Historic Preservation Commission be kept in the loop for certain projects. The revised draft adds language allowing the planning and zoning director — rather than the full commission — to approve some proposed projects, while preserving review for items in historic areas. Griffin said he will format the changes in the standard ordinance appearance and return it at the first meeting in April; he also noted allied downtown stakeholders and Allied Arts had been reviewing the draft and may have additional input.
Griffin also reviewed an annexation proposal (Ordinance O‑2503‑05) described on the record as a first reading. The ordinance would annex approximately 20.2 acres located at 841 Dunlap Road (Baldwin County tax map 074, Parcel 094), a parcel the manager said appears partly inside and partly outside current city limits and is presently owned by Nissa Khan. Griffin explained the property would be annexed in full and then zoned consistent with neighboring parcels; he said the annexation will be referred to the planning and zoning commission and is likely to be heard in May.
Griffin announced two alcohol applications on the agenda (AM Katina LLC, d/b/a Katina Lettie; and Vault 1884, d/b/a The Vault) and reminded councilmembers to submit registration choices for the Georgia Municipal Association conference, suggesting a half‑day planning session before the convention.
The mayor referred the annexation first reading to the planning and zoning commission as the next procedural step.
