County to register with WREGIS to deliver RECs to PacifiCorp for Galesville Dam

Douglas County’s Public Works materials include a Western Electricity Coordinating Council (WREGIS) Customer Registration Agreement to register with the Western Renewable Energy Generation Information System (WREGIS). The terms of use explain that registration enables the issuance, tracking and transfer of Renewable Energy Certificates (RECs) and sets confidentiality, fee schedules and reporting requirements.

The WREGIS terms document clarifies that WREGIS issues one electronic certificate per whole MWh of renewable generation and that Certificates issued through the system are used to verify compliance and voluntary market claims. The agreement outlines fee types (annual fees and volumetric fees for issuance, transfer and retirement), limitations on disclosure of confidential generation data, and default and dispute procedures. It also requires customers to maintain accurate output reporting and to comply with the Operating Rules and applicable federal and state laws.

The county’s materials indicate the registration is intended to enable the provision of RECs to PacifiCorp under the county’s power purchase arrangement for Galesville Dam. The WREGIS terms of use describe data confidentiality categories, audit and dispute resolution procedures and the possibility of fee changes with prior notice.
