The Douglas County Board of Commissioners approved a final order establishing the Winchester Ridge Domestic Water Supply District on Jan. 28, 2026, the packet shows.
The planning department listed the petition (chief petitioner: Coffman) and noted a prior public hearing on Jan. 7, 2026; no written requests for an election were filed. The board found, after considering economic, demographic and land-development factors and applicable state criteria under ORS 199.462 and ORS 198.805, that formation would benefit the area.
The order identifies the district boundary in the attached Exhibit A and names the district’s purpose as supplying inhabitants with domestic water in accordance with ORS 264. The board appointed the first five members of the Winchester Ridge Domestic Water Supply District Board of Directors: Carl Coffman (Position 1), Kelly Morgan (Position 2), Vernessa Johnson (Position 3), Toby Luther (Position 4) and Jack Shoemaker (Position 5).
