Chair Kurt Beckett and FSEC staff discussed an ownership change at the Columbia Solar site during the council’s April 15 meeting. Sarah Randolph, site specialist for Columbia Solar, told members staff were informed on Feb. 24, 2026 that Greenbackers sold the project to Altus Power on Dec. 17, 2025.
Randolph said Washington Administrative Code transfer rules (WAC 463-66-100) require a successor in interest to file a formal petition under the site certification agreement before continuing operation at a certificated site. "Staff are working to schedule an informational meeting on the amendment request," she said, and added that council members will be contacted for availability so an informational hearing can be held and documents posted for public comment prior to council action.
Randolph told the council there are "no non‑routine updates to report" aside from the transfer notice and that staff will prepare documents to support the council’s action after the informational meeting and public comment period. Chair Beckett commented that while transfer commitments generally carry over, in practice some commitments can be lost and urged careful communication and review to ensure obligations persist after ownership changes.
The council did not take any formal action at the April meeting; staff described next steps as scheduling an informational hearing, soliciting public comments, and preparing the matter for a future council vote.
