Douglas County accepts OEM/FEMA public assistance framework for March 2025 flood recovery

Douglas County’s Public Works department advanced a grant agreement with the Oregon Department of Emergency Management (OEM) that establishes how the county will receive FEMA Public Assistance funding tied to the March 13–20, 2025 disaster declaration (FEMA‑4881‑DR‑OR). The document outlines reimbursement rules, project worksheet requirements and auditing and closeout procedures.

The agreement specifies that eligible Category A projects will receive 75% federal participation of approved eligible costs; management costs are reimbursed at 100% up to 5% of the subrecipient’s total award amount. The County must complete Project Worksheets in the OEM/FEMA format and submit reimbursement requests (Request for Reimbursement forms) with supporting documentation; partial and final payments are subject to OEM and FEMA approval and audits.

Payment is on a reimbursement basis and conditioned on appropriation of federal funds to OEM and proper documentation. The agreement sets deadlines for disbursement requests (the county’s right to request disbursements terminates on July 23, 2029, unless extended), quarterly reporting and retention of records for auditing. It also incorporates federal procurement standards and requires adherence to recordkeeping, property and procurement rules under 2 CFR Part 200.

Public Works staff identified OEM and FEMA reporting obligations and the need to follow state procurement and procurement reporting requirements for subagreements. The agreement references the FEMA Public Assistance Program and related federal statutes and administrative rules.
