Collierville board lowers purchasing threshold, awards custodial contract and approves construction GMP

The Collierville School Board on March 25 approved a set of procurement actions and a policy revision aimed at keeping district purchasing practices in compliance with an auditor’s review.
Superintendent Dr. Dyer told the board that a monitoring review by the comptroller’s office required a single change to policy 2.805: the approval threshold in the cited line will be reduced from $50,000 to $25,000. “The change that they requested,” Dr. Dyer said, “and then we’ll be back in compliance with what they’re wanting to see.” The board moved, seconded and approved the policy update.
Staff also recommended awarding the FY25-003 custodial services contract to the incumbent vendor Parco LLC after an 11-proposal RFP and a unanimous recommendation by the review committee. Thomas Dougherty summarized the procurement: “The annual cost of the contract is just a little over $2,430,000, and it does include a minimum wage increase to $14 per hour.” The board voted to award the contract.
The board approved a furniture/desk contract to provide and install 400 student desks and chairs at Tara Oaks Elementary. Staff read the apparent low bid as about $119,544; the transcript’s cents were unclear, and staff documentation should be consulted for the exact amount.
For West Collierville Middle School, the board approved a final guaranteed maximum price (GMP) with Chris Woods Construction of just over $6,500,000, which the presenter said includes a $300,000 contingency and a previously approved $200,000 purchase of electrical switchgear.
All procurement motions were seconded and passed on roll-call votes at the meeting. The board then moved on to consider a separate land purchase item.
