Douglas County LCRB exempts Stanton Park landscaping from bidding and clears $482,200 contract

The Local Contract Review Board (LCRB) on March 11, 2026 approved findings that allow Douglas County to directly appoint a contractor for the Charles V. Stanton Park landscaping project in Canyonville and exempt the project from performance and payment bond requirements.
The board's findings say the county competitively solicited the work twice (RFB #230 and #235) and received only one bid each time, which were rejected as too high. The findings conclude the county acted within ORS 279C.335 and related local rules and that direct procurement would likely save money: the negotiated contract price of $482,200 is listed in the findings as $100,600 less than the first competitive bid (RFB #230) and $48,300 less than the second (RFB #235).
According to contract documents included in the packet, Douglas County will contract with Anderson's Erosion Control, Inc. (Contract #30002943) for rehabilitation of the upper campground and day-use area, including new irrigation, lawn repair, placement of topsoil, planting of shade trees and other landscape work. The contract attaches a schedule of values and special provisions for plant material, seed testing and a one-year plant-establishment period. Work is to begin no sooner than Feb. 21, 2025, and the contract sets a completion date of June 30, 2026; liquidated damages are $500 per calendar day for delay.
The LCRB also approved an order exempting the project from Oregon's performance and payment bond requirement under ORS 279C.390, per the county's written request. The findings note that a limited pool of qualified contractors and the need to complete the project in time for the summer season were factors the board considered.
Mark Wall, listed in the contract as the Parks Department director and contract administrator, is authorized in the contract to order extra work under $10,000; changes increasing the contract price by more than $10,000 must be approved by the Board of County Commissioners. The packet also notes partial funding for the project comes from the Land and Water Conservation Fund Grant Program Agreement #41-01647 (OP2577).
Next steps: the contract and the LCRB orders are in the meeting record and the county will proceed with the negotiated contract. The project timeline in the contract requires continuous work once the contractor begins and subjects the contractor to prevailing wage requirements and the contractor's warranty and plant-establishment obligations.
