Daviess County fiscal court approves routine minutes, contracts, grants and bids

The Daviess County Fiscal Court unanimously approved a slate of routine items and contracts at its March 26 meeting, including minutes, departmental claims, grant pass‑throughs and vendor awards.
Treasurer Johnson presented the financial materials before the court moved to the consent items. The court approved the minutes of March 12, 2026 and all departmental claims without discussion.
The court adopted Resolution No. O 7‑20 26 to provide bus transportation for non‑public school students pursuant to KRS 158.115; the treasurer said the total expenses budgeted for this program are $300,000 and the state will reimburse the county once costs are reconciled and billed.
The court approved a grant agreement with the Commonwealth of Kentucky Department for Local Government to act as fiscal agent for the Owensboro Regional Recovery Center under the Community Development Block Grant (CDBG) public services program. The county will pass through up to $200,000 for operational costs; the treasurer said approximately $190,000 of that would go to salaries and $10,000 to administrative costs. The application includes a required disclaimer stating artificial intelligence was not used in producing the grant application nor will it be used in administering the grant.
The court also approved a $10,000 administrative services contract with the Green River Area Development District (GRADD) tied to that grant, a continued memorandum of agreement with the Kentucky Department of Corrections for program facilitator services at the county detention center covering 07/01/2026–06/30/2028, and ratified security services agreements handled through the Daviess County Sheriff’s Office.
Separately, the court approved a utility right‑of‑way easement with Kenergy for new lighting at Stanley Park, awarded a single responsive bid of $25,498 to Superior Asphalt for pavement sealing and striping at Horse Fork Creek Park, and awarded a police SUV pursuit vehicle bid to Don Franklin Somerset Inc. for $38,676. The court also approved routine hiring actions including a service technician and seasonal park attendants.
All listed motions were moved, seconded and approved by voice vote; the minutes record those votes as "aye" without a roll‑call tally.
