Ordinance 2026‑11, introduced by Council Policy Analyst Andrew Erickson, designates the County Clerk (or the clerk’s designee) as the official tracker of appointments, membership, term lengths and related seat information for county boards and committees. The ordinance passed after a motion to suspend the rules and adopt it; council members said the change is intended to reduce administrative fragmentation and make appointments easier for the public to find.
Ordinance 2026‑13, brought forward by Auditor Matt Funk, amends the personnel policy and county code to require that purchase orders for single assets over $2,000 be approved by the County Auditor and to route certain travel approvals and per diems through the Auditor’s office rather than the Executive’s office. The council approved the measure by unanimous vote; the text in the meeting packet lists specific code section changes and amendments to the personnel manual to implement the shift.
A related proposal, Ordinance 2026‑12, would require online publication of a voting table and a public legislation index. The council discussed the proposal and staff noted privacy and technical questions; no action was taken at the March 10 meeting.
The council also approved Resolution 2026‑09 appointing members to the Cache County RAPZ/Restaurant Advisory Committee (Kathryn Beus, David Erickson, Damon Cann, Joe Needham, Bruce Cook, Jim Atkinson and Kathy Robinson). The appointments passed on a recorded vote of those present.
