Mr. Fontaine (borough staff) explained the proposed change and said it requires an amendment to the intermunicipal agreement. Mike Bloom, who answered council questions, described the governance and advisory committee process and said College Township had already approved the plan at its recent meeting.
Council moved, seconded and approved the resolution; staff said they will post the revised appendices and work with regional managers to clarify definitions and implementation details.
