Solicitor and staff said water‑line issues and a well location (Well #14) had been resolved and that the improvements met the water‑services agreement. Council authorized release of the $19,800 escrow to the developer to close that element of the approval process.
Separately, Council approved a GFT proposal not to exceed $140,000 to conduct a new well source study. Staff said DEP permit conditions require the borough to initiate a study by 2027, complete it by 2029 and have a new source operational by 2032. A 2002 study estimated Well #14’s production at about 100,000 gallons per day, but further testing is needed for long‑term capacity, recharge and infrastructure needs.
Council approved both the dedication and the GFT study proposal; staff said the study and subsequent design work are expected to take 36–48 months to meet the state timeline.
