Montgomery County fiscal court approves routine business, hears sheriff audit update

The court approved the minutes from its Feb. 17 regular meeting and the March 12 special meeting after a motion and second, with the presiding official noting "That motion carries." The court then moved on to new business.
Chair announced that Jill Evan Alhiser had resigned from the Mount Sterling Library Board and that Greg Jones had agreed to serve the remainder of Joe Evans' term, which expires Feb. 1, 2028; a member moved to appoint Jones to the board and the motion was put before the court (the transcript does not record a formal roll-call tally for that appointment).
The court reviewed statutory requirements about including the proposed 2026–27 jail budget in the county budget and received a report that the treasurer, county judge/executive and jailer had met about the draft budget. The Sheriff later told the court the office had shifted budget comparison tables from percentages to actual amounts and that an exit conference for the FY24 audit with Patrick & Associates was held Feb. 27; work on the FY27 budget is ongoing and the jail budget will be ready for the next workshop.
Members considered a remnant defendant settlement tied to opioid litigation and approved a combined subdivision participation and release form related to that settlement. The presiding official read a list of six additional defendants tied to the remnant settlement.
The court adopted a resolution authorizing Montgomery County to participate in the SEAT’s regional child care coalition and clarified that joining the coalition does not obligate the county financially without separate approval. The court also approved the Montgomery County Regional Jail inmate handbook for 2026 and the jail's policy and procedure manual, and reviewed a renewal agreement with seven health partners for inmate health services covering a period beginning July 1, 2026; the transcript does not clearly show a vote tally for the health agreement.
Commissioner Carmichael reviewed the treasurer's report, checks and vouchers; after a motion and second the court moved to approve payment of the bills.
The court closed the business portion of the meeting and heard the sheriff's report, which included the audit exit conference and upcoming budget work. The court did not announce additional next steps or a date for continuing action on budget items beyond reviewing the jail budget at the next workshop.
