Perry County approves multiple draws for Skyview sewer project; officials stress disaster-recovery restrictions

Perry County fiscal court approved multiple draw requests to fund Skyview Water & Sewer Phase 2 and underscored that the money comes from disaster-recovery sources with project-specific restrictions.

The court approved Draw 24 for the Appalachian Regional Commission (ARC) for Skyview Water & Sewer Phase 2 in the amount of $92,191.57. It also approved two Kentucky Infrastructure Authority (KIA) draw items for Skyview — an item quoted in the meeting as $105,435.80 (22EKS002) and a separate KIA entry listed as $148,267 — each approved by motion and voice vote.

Chair (S2) told the court and public, "This is due to the disaster and a lot of this money is disaster recovery funds and East Kentucky SAFE funds to help get flooded victims out of the floodway." He emphasized that such grants are targeted: "When you're dealing with disaster recovery it's specific to the project ... there's not disaster recovery funds just to go blacktop any road that we want to blacktop."

The chair encouraged residents to inspect the Skyview site in person and explained the grants function similar to other awarded project grants, requiring precise accounting for each dollar. These approvals move the Skyview Phase 2 project further toward construction and reimbursement under the listed grant programs.

All Skyview draw requests recorded in the transcript were approved by the court with no recorded opposition.
