Fiscal court approves grant applications, acknowledges Novelis state grant and hears jail revenue report

Roads and waste grants: The court discussed a rubber-modified asphalt opportunity (resolution 26-8) that would fund part of pavement work on Stokes Chapel Road; County staff (Amy) said the program pays a portion of the road using rubber-modified asphalt while the county would match with regular asphalt and return a five-year performance report if funded. The court also approved applying for a household hazardous-waste collection grant of approximately $10,000. County staff said Todd County’s maximum cash match would be $1,250 and the city of Elton would also contribute $1,250; in-kind labor and equipment could offset cash cost.
"So first, I want to make the motion that we apply for this grant with the city of Elton," the presiding officer said; the motion was seconded and approved by voice vote.
Jail and finance reports: The jailer reported a February housing payment of $70,255.92 for an average state-inmate population of 71, plus $2,893.28 for contract work with the state road department and a $906.53 fee-remission check. The jail budget and estimate of jail operations revenue were submitted as required by statute, and the jailer flagged a few line items where county treasurer numbers differed for review.
Novelis grant acknowledgment and Arbor Day: The court also acknowledged that Novelis applied for a state HEPA grant (the company requested the court "okay" its application) totaling $250,000 as described to the court; the presiding officer said the state funds would flow to Novelis directly rather than through county accounts and the court approved the acknowledgment by voice vote. The court approved an Arbor Day proclamation for April 3 by voice vote.
