Elizabethtown council approves project payments, OKs GEARS funding deal with CPI tweak

Elizabethtown Borough Council unanimously approved several project payment requests and a modified funding agreement at its March 5 meeting.
Council voted to approve Payment Request No. 9 for the Radio Road Interceptor Improvements Project – Phase 1 and a revised Payment Request No. 1 for Phase 2. The council also approved Payment Request No. 3 for the Conoy Creek Floodplain Restoration at Hickory Lane Park Project. Motions to approve those payments were moved by Councilmember J. Marc Hershey and seconded by council colleagues; all passed by unanimous vote.
Assistant Borough Manager Pamela Roberts briefed the council on a TPD traffic study recommending safety improvements at the E. High Street and Mount Joy Street intersection, including larger stop signs (already installed) and planned high‑visibility crosswalks. After discussing removing parking between S. Mount Joy Street and Lake Alley and shifting a handicap space to improve sight distance, Council directed staff to draft an ordinance to implement the recommended parking changes for a future meeting.
Council also approved a five‑year funding agreement with GEARS, with a modification to Section 4.04 to set the published consumer price index adjustment at the published CPI plus three percent. Councilmember Hershey introduced the motion to approve the GEARS agreement with the CPI change; the motion was seconded and approved unanimously.
The meeting ran from 7:00 PM to 8:14 PM and concluded with routine council and mayoral remarks about upcoming Bicentennial planning and local traffic concerns.
