Elizabethtown targets Area 5 and parking improvements for C2P2 grant; CDBG application to seek ADA ramps

Council and staff reviewed candidate projects from the Master Park Plan for Hickory Lane and Community Park, including trails, pavilions, play equipment, parking, and traffic-calming improvements. After discussion, council directed staff to focus the upcoming C2P2 Park Grant application on Area 5 (behind Elizabethtown Mennonite Church) and on parking improvements at Ken Lane and S Mount Joy Street. Staff will work with the borough engineer and YSM to prepare cost estimates and present figures at a future meeting.
Separately, Borough Manager Ann Roda reported staff plans to apply for the Community Development Block Grant (CDBG) opening in March to fund ADA ramp improvements on Washington Street and Park Street. If the Redevelopment Authority permits a second application, the borough will also apply for funds for stormwater improvements on S Poplar Street. A letter of recommendation from the Planning Commission is required; staff will add that item to the Planning Commission’s March 10 agenda before seeking formal council action.
What’s next: staff to prepare cost estimates for the park grant application and to request a Planning Commission recommendation for the CDBG ADA ramp application.
