Elizabethtown council approves payments and bids, rejects late-fee waiver; parks and grant work continue

Councilmember J. Marc Hershey moved and Councilmember Jay Hynicker seconded approval of the Feb. 5, 2026 public meeting minutes; the motion passed unanimously. The council then unanimously approved the January 2026 Financial Report after a motion by Hershey and second by Hynicker.
In Old Business, Hershey moved to approve Application for Payment #9 to SECCO for $20,302.42 related to the Elizabethtown Borough Parking Management System Project; Councilmember Matthew Rodriguez seconded, and the motion passed unanimously. In New Business, the council rejected a request from ER 320 Property LLC to waive a late payment penalty for 320 S Market Street; the motion to deny the waiver was moved by Hershey and seconded by Councilmember Andrew Schoenberger and passed unanimously.
The council awarded the 2026 Concrete Repair Project to low bidder SM Johns & Sons Construction, LLC for $74,979.00 after a motion by Schoenberger and a second by Hershey; the vote was unanimous. Council also approved the monthly bills as presented. Totals listed in the minutes were: General Fund $368,159.75; Sewer Fund $346,533.80; Capital Reserve Fund $16,953.13; Sewer Capital Projects Fund $20,414.97; Liquid Fuels Fund $1,704.25; Subdivision Escrow Fund $1,087.50; Parks Fund $12,045.63.
The meeting record indicates no public comments were offered during the public comment period. Mayor Phil Clark recognized March 2026 as DeMolay month and presented a proclamation to DeMolay members. The meeting adjourned at 8:12 p.m.
