Chair (S1) presented a draft SOP on school board professional development requiring board members to confirm annually with the clerk that they completed required training. The purpose, Chair said, is to ensure the clerk can verify compliance with state requirements and administrative tracking (FOIA, conflicts of interest, mandated reporter training).
Committee member (S3) urged alignment with division-provided trainings (the myPDE/PD dashboard) so board members complete the same essential trainings staff receive. Committee members agreed FOIA and conflict-of-interest training should be explicitly referenced in the scope or the governance manual so required items are clear.
Members discussed PD funding: multiple speakers described an annual PD allocation of $5,000 per board member, a legislative PD allocation of $1,000 (with some ability for legislative liaisons to have $2,000), and limited flexibility to reallocate unused legislative funds toward general PD. Staff (S4) and committee members said travel distinctions (nonlocal travel vs. lodging/per diem) can complicate reimbursements and budgeting and suggested consolidating certain travel-related buckets to simplify administration.
The committee asked staff to add links to the SOP pointing members to the clerk/Atlas pages for timing and regulatory guidance and to ensure mandatory trainings (for example, mandated reporting) are called out in the scope or governance manual.
