At its March 20 meeting the Keokuk City Council approved several routine and substantive items by voice vote.
Consent agenda and appointments: The council approved minutes of prior meetings, the treasurer's report for February 2025, and several liquor-license resolutions for Angelini's Restaurant (1006 Main Street), a seller at 29 South 2nd Street, Hy-Vee Fast & Fresh (3001 Main Street), and Black Sales LLC (1324 Main Street). The council also appointed Rosalind Garcia to the Historic Preservation Commission to complete a term through Sept. 1, 2027.
Facility contract: The council awarded a contract to Dansko of Keokuk for $59,287 to replace the roof at the Animal Services/Sewer Maintenance building on Bridal Lane; the low bid included roll-in batt insulation and did not include downspouts or eaves.
Personnel agreements: The council approved an officer training reimbursement agreement for Orlando Pardes (academy tuition $7,794; total recoupable investment cited at $30,619.72 with proration under Iowa code) and an incentive reimbursement agreement for Wade Johnson valued at $9,976.82 with a three-year proration schedule.
Capital equipment: Council authorized the mayor to enter a purchase agreement with Banner Fire Equipment for a new E-1 100-foot ladder truck, not to exceed $1,694,092, to replace a 1995 ladder truck that had reached NFPA recommended replacement age. The manufacturer had completed the build and delivery/purchase was expected on or before April 1, 2025.
