The council voted to approve the final map for a 46‑lot single‑family subdivision at 2123 North Santa Fe Avenue after hearing concerns from nearby residents about drainage, retaining walls, headlight glare and hanging utility wires.
Resident Mary Caudle told the council the north slope drains toward her driveway and asked for a longer retaining wall and attention to hanging wires. "I would like you not to approve the final mapping of this development yet," Caudle said, describing headlights shining into her front window and disconnected utility wires she requested be addressed.
Amy Harrison, the city's land‑development project manager, explained the plans: the western edge includes a brow ditch and detention areas that will treat and convey stormwater and multiple retaining walls (labelled Walls 101–103 in the plan) are in review. "There is not expected to be any negative impacts for drainage to any of the surrounding properties, including Miss Caudle's," Harrison said.
Staff also noted the SDG&E easement and that overhead lines remain outside the developer's control; staff committed to coordinate with the utility to investigate any hanging wires. The developer indicated a willingness to substitute a vinyl solid fence in the northern area to mitigate light spill from new roadways.
Councilmember Contreras moved to reject the final map but staff and legal counsel advised that under the California Subdivision Map Act, if the final map conforms to the tentative map and conditions have been met, approval is ministerial. The council then approved the final map with the builder’s condition to install a solid vinyl fence to address light concerns; the motion carried 4–1.
