Harlan officials outline airport FAA funds, near-complete playground and utility upgrades

City staff and administrators briefed the Harlan City Council on several infrastructure and community projects on Nov. 18, reporting an FAA funding award for the airport, construction progress on a new playground and updates on utility work.
City administrator Jarvis said he closed out a taxi-lane project at the airport and submitted documents to the Federal Aviation Administration; "the airport will be receiving funds from the FAA — I was thinking about $62,000 and some change that'll be coming back to the airport," Jarvis said. He also reported meetings with wastewater and airport partners and that the airport lease will largely remain the same with a modest increase in price-per-acre.
Jarvis told the council the dream playground project is about 90–95% complete, but that the poured-in-place rubber fall protection requires five consecutive days of temperatures around 35°F or higher to cure properly, meaning an immediate opening this winter is unlikely and the project may wait until spring for favorable weather.
Jill, speaking for utilities, updated progress on an overhead-to-underground electric conversion (sidewalk concrete remains) and raw-water system improvements. She said the pump and motor for Well 35 are expected to ship around Nov. 19 with startup anticipated the week of Dec. 2; staff also noted that test results for Well 35 may be used for nearby Well 36, which can save time in permitting.
Councilors thanked staff and volunteers who worked on holiday lights at the courthouse and discussed the JJ Jensen lighting project, where poles have been removed and new lights have been ordered.
