City reports: library vendor disruption, park cameras and Dream Playground progress

City staff and department heads provided multiple operational updates during the Nov. 4 Harlan City Council meeting.
Library director Tara told the council that Baker & Taylor, a major national book supplier used by many libraries, is effectively out of business and will cease service Dec. 31. Tara said the loss affects discounts, shipping and cataloging services: "It's a lot of big question marks," and the library is working with another vendor that offers significant discounts but not free shipping. Staff are reviewing options for cataloging and annual survey submissions previously handled by Baker & Taylor.
Jarvis presented a city ministry report covering an airport meeting tied to urban renewal planning, safety training attendance, and two quotes received for park security cameras. Jarvis said the city will start with cameras at the Dream Playground area and that the new system will be local-server based with cloud recording: "We're gonna start with, dream playground area... Instead of having individual units in each location, everything will filter back out here... this will be permanent, goes to the cloud." Council members asked whether the system was cloud-based or local; Jarvis clarified it would be a local server with cloud storage for recordings and that some existing cameras would remain on separate systems because of response needs.
On Dream Playground, a public commenter reported the first piece of equipment was about 90% installed and that weather-dependent requirements (five consecutive days at ~50°F) must be met before fall-protection surfacing can be applied; otherwise opening may be delayed until spring. Jarvis and others discussed phasing additional field lighting through bonding and noted a January timeline for installing lights on field 2.
Staff asked for volunteers for upcoming Christmas-lights work and noted community partners (Pizza Ranch providing lunch) to support volunteers.
Council did not take formal votes tied to equipment installation or camera procurement at this meeting; staff said they will review quotes and make a recommendation to council later.
