The commission’s recommendation includes certification of the proposed road name Stillwater Court and a minor waiver to permit a 15-foot minimum front setback on lots 23, 24 and 25 in section 2 only.
Philip Green, the engineer of record for the project, told the commission the original planned development layout predated the current wetland-buffer rules. "When this original...layout...was done for this property, the wetlands buffer was only required to be 10 feet," Green said, adding that the buffer is now 30 feet and that change, together with required buffers, has substantially reduced buildable area for the three lots at issue. He said staff and the developer adjusted street alignment where possible to increase buildable area but that a waiver was needed for the affected lots.
City staff described the application and supporting materials, noting an updated wetland delineation had been submitted and was under review. Staff recommended approval of the preliminary plat with conditions that outstanding comments be addressed to the satisfaction of city staff.
Commissioner Red Harbison moved that the commission recommend approval of the major subdivision preliminary plat with the conditions listed by staff, including the minor front-setback waiver; Commissioner Aaron Slade seconded. The motion carried with commissioners indicating their assent.
No members of the public spoke during the public-comment period for this item. The commission’s action was a recommendation; staff will require the applicant to address outstanding comments as part of final plan processing.
