Receiver Wu presented a capacity‑building plan from the Department of Elementary and Secondary Education and described a three‑phase approach to develop the Lawrence School Committee’s governance skills and readiness to assume greater responsibility.
"This plan is about building toward that dual strength," Receiver Wu said, describing Phase 1 (foundation), Phase 2 (application) and Phase 3 (sustainability). He said the plan emphasizes using disaggregated student data to drive decisions, closing opportunity gaps and building trust among the superintendent, municipal officials and the community.
Committee members welcomed the approach but pressed for specifics on timelines, quarterly reporting and how the coaching work is integrated. One member asked whether Effective School Boards was hired by the state or by the district; Receiver Wu said the organization was hired by the school department and that their work is embedded within the DESE plan.
Members repeatedly asked when committee members would be trained on budget review, superintendent evaluation and open meeting law and whether the committee would have opportunity to review the fiscal 2027 budget. Receiver Wu and district leaders said training modules would be scheduled and that the superintendent and his team would host budget‑related public hearings; the receiver said the commissioner, receiver and other officials will determine readiness to advance phases.
Several members raised succession concerns tied to upcoming elections and the receivership timeline, asking whether the progress clock would reset if membership changed. Receiver Wu said the intent is not to tie progress to individual members and described retraining steps for new members built into the timeline.
After extended discussion about timing, public communication and how the committee’s role will change over time, a member moved to table the item for further review; the motion carried by voice vote. The committee also discussed plans to publish the document to families in English and Spanish and to hold community forums.
The motion to table leaves the plan under committee review; the transcript records questions and clarifications but no formal adoption or change to the plan at this meeting.
