Council accepts city manager’s resignation; search process to follow

City Manager Mister Shields announced his resignation to the Falls Church City Council on April 13 and asked the council to accept his letter of resignation. Shields thanked council and the community for the opportunity to serve for two decades.
Council moved to accept the retirement/resignation; a roll-call vote was recorded as 7–0 in favor. Mayor and councilmembers expressed reluctance but appreciation for Shields’ years of service and discussed next steps for an executive search. Staff said the search terms and an executive-search firm recommendation will be provided to council as due diligence continues.
Council asked staff to provide frequent public updates about the search process and indicated a goal of transparency during the five-month transition period. No additional employment or interim leadership actions were taken during the April 13 meeting; the council scheduled further discussion and a report from HR and the search firm in upcoming meetings.
