Council approves routine bids, licenses and variances; sets Dec. 15 CIP hearing

At its Nov. 17 meeting the Austin City Council approved a range of routine administrative and permitting items, including procurement actions and planning variances.
Engineering staff recommended and the council approved awarding geotechnical soil-boring work to Chosen Valley Testing to support 2026–27 construction projects; the vote was recorded 6-0. The council also approved multiple liquor and brewer licenses, an ICM agreement renewal with LLC Parks LLC for a truck wash in the industrial park, and a memorandum of agreement for health insurance with Bargaining Group AEA at 2026 rates using a 75/25 allocation.
Planner Holly presented two planning items: a variance request for detached accessory structures at 701 31st Street NW (planning commission recommended approval 8-0) and an amended variance for a Sterling/Oakland property that reduced green space to 9.4% from an approved plan; the commission recommended the amendment and council approved both measures. The planning items included findings that the variances were in harmony with zoning intent and would not alter the essential character of the locality.
Council also set a public hearing for Dec. 15, 2025, to consider adoption of the five-year capital improvement plan.
All of these routine items passed on voice or recorded votes as noted in the meeting record; no public opposition was recorded on the planning items.
