Staff issued an RFP and received three proposals; Jason recommended awarding engineering services to Larson Engineering for $32,000, authorizing staff to finalize the services agreement with the city attorney and authorizing the mayor to sign the agreement.
Jason provided a proposed schedule indicating construction could begin in May or June if contracting is completed promptly; he said Larson reported they expect to publish the construction bid in February to align with builders' summer schedules. Council moved to award the proposal and approved the resolution (recorded as passing 6-0).
Council members thanked Jason and the donor group for organizing funding; staff will return with a finalized services agreement for signature and proceed toward final plans and bid letting.
