Council approved a staff request to allocate up to $5,000 from fund balance to support initial work to establish an outdoor ice rink at the west side of Packer Arena.
City staff said engineers shot grades and identified fill and compaction needs; local businesses have offered to donate dirt and rock and help with spreading and compaction. Austin Youth Hockey told staff it will consider a contribution of up to $2,500 to cover as much as 50% of winter-installation costs and agreed to provide labor for flooding and maintenance during winter seasons. Staff and council emphasized timing and weather concerns: with cold weather approaching, they wanted to start site work quickly so the rink could be flooded this winter.
Council approved the funding 7–0. Staff said the $5,000 would come from fund balance and any amount the hockey association contributes would reduce the city’s share. If partners do not provide the expected support, staff said the city could pause work and revisit funding in the 2026 budget cycle.
