Council approves bids and solicitations for sidewalks, landscaping, towing, chip seal and pavement markings

The Brainerd City Council accepted committee recommendations to defer a Front Street sidewalk until reconstruction, award downtown landscaping and towing and chip‑seal contracts, authorize solicitation for pavement markings, and approve an annex‑repairs change order for asbestos abatement.
At its March 16 meeting the Brainerd City Council approved several public‑works motions coming from the Safety and Public Works Committee.
Chairman Tad Erickson said the committee recommended deferring construction of a sidewalk on the south side of Front Street (between South 9th and South 10th, at the water‑tower property) until the street is reconstructed; the committee cited a gap in the sidewalk network and an estimated cost of about $25,000 if built now. The motion to defer carried by voice vote.
The council also voted to award 2026 downtown landscaping to Copper Creek for $7,162 after receiving two proposals, and to contract towing services for 2026–2028 to West Brainerd Auto, which submitted the lower bid. The council awarded the 2026 chip‑seal improvement (Improvement 2601) to Asphalt Service Technology Corporation for $148,850.70; Erickson said the bid came in under budget.
Council authorized staff to solicit bids for 2026 pavement markings; staff reported estimates of $28,882 (including a 10% contingency) exceeded the CIP allocation of $20,000 and any overage would come from fund 04/2001 if the project proceeds. The council approved Change Order No. 1 for the 2026 annex repairs project in the amount of $4,723.89 to cover asbestos abatement discovered during work; staff said the original project amount was $158,000 with $160,000 allocated and the overage would be charged to the appropriate improvement fund.
All committee motions reported by Chairman Erickson were adopted by the council during the meeting.
