City staff presented a multi-part proposal to renew employee health insurance for 2026 after an initial renewal from the incumbent insurer that approached a 35% increase. Craig Clark told council staff sought alternatives and recommended moving brokers to North Risk Partners, maintaining benefit administration through Triad and using Cigna as the network administrator.
Staff described two deductible options (individual/family: $2,000/$4,000 and $3,500/$7,000) and a level-funded plan design that shares some risk with the city. Clark emphasized access to a local health clinic and a no-cost voluntary option to encourage lower claim costs. The package of resolutions (8a–8c) was put to the council and approved unanimously, 7–0; staff noted collective-bargaining agreement MOAs would follow as needed.
The council adopted the resolutions and directed staff to proceed with implementation and subsequent bargaining discussions where applicable.
