Adelanto manager reports bus-stop covers, parks, housing and a proposed 400 MW battery project

At the July 24 meeting the city manager reported progress on several city infrastructure and economic development projects, from bus-stop shelter rollouts to new housing and a proposed large-scale battery storage facility.
The manager said public works has begun deploying shade covers at multiple bus stops across the city and is coordinating with Victor Valley Transit Authority to request additional covers. Photos shown to the council documented early foundations and installed hardware at two stops near City Hall and at Air Expressway and Highway 395.
Staff reported a new park under construction at Chamberlain and Jonathan is ahead of schedule with a possible grand opening in October, and the city has secured $500,000 for design work on a second park on the north end of town at Balfour Street. The council also heard an RFP has been issued for council-chamber rehabilitation with the advertisement closing July 25.
On housing, staff said four developments are moving forward (Encore, Victory Lane LLC, Oasis 22 and EAVE), totaling about 177 single-family homes across different stages of construction. The manager framed the projects as part of local economic growth tied to recent entitlements for commercial space that staff said will generate jobs.
The city also shared an early-stage proposal from Hidalgo Energy (a Texas-based company) for a 400-megawatt energy battery storage facility adjacent to LADWP property off Rancho Road, near a Copart storage park. Staff said the project is in initial planning within the land-use department.
Council members thanked public works crews for work in the heat and encouraged continued progress on community-focused projects. The council asked for follow-up details on timelines, RFP respondents, and the park-design scope; staff committed to providing updates as projects advance.
The city manager closed by saying staff will keep council informed as these projects move forward.
