Board hears first readings of policy updates on community relations, public records and immigration response

At a series of first readings, the board reviewed proposed revisions intended to clarify the districts approach to community relations and to update administrative regulations consistent with recent state requirements.

Superintendent Presta said revisions to BP 1000 strengthen two-way communication expectations between schools and families, clarify the board's role in community use of facilities and align policy language with governance standards. She said staff will return the policy for formal consideration after the first-read process.

Administrative regulation updates to AR 13 40 (public access to district records) were described as implementing recent statutory changes. Presta told trustees the regulation now recognizes certain tribal financial records as confidential when provided as a condition of financial assistance, expands the definition of "unusual circumstances" that can justify an extension to the 10-day response window, and clarifies the district's approach to handling requests that implicate immigration status.

On BP 1445 (response to immigration enforcement), staff said the update clarifies that district employees may not collect or share a student's or family's immigration status unless required by law, and it requires reporting of enforcement requests to the superintendent and the board. The policy retains prohibitions on creating lists or databases based on immigration status.

Trustees treated the items as first reads; several thanked staff for aligning language with state guidance and asked that final versions be brought back for formal adoption on a future agenda.
