Lincoln County court approves second-quarter financials, accepts $15,000 RGL disbursement for reinvestment

At its Jan. 13 meeting the Lincoln County Fiscal Court approved the Fiscal Year 2026 second-quarter financial statement, accepted an intercounty disbursement from RGL and voted to return the funds to further the partnership.
Judge Adams described revenue produced through land and housing leases tied to the RGL partnership (which includes Rockcastle and Garrard counties). RGL allocated $15,000 to each county; Treasurer Mary Hopkins said disbursing the funds would not harm Lincoln County and would benefit the partnership. Magistrate Faulkner moved to accept the check and transfer the $15,000 back to RGL; Magistrate Gutenson seconded and the court voted unanimously.
The court also approved personnel and budget items. A motion by Magistrate Stanley, seconded by Magistrate King, re-hired Dustin Downs as a part-time Recycling Center employee at $10 per hour retroactive to Jan. 6, 2026. County Clerk Nancy Jackson presented a $32,694 grant and the proposed 2026 County Clerk budget and salary cap, both of which the court approved. Sheriff’s Office representative Kathy Caudill reported that the county had collected 94% of property taxes and presented a 2026 proposed budget that included a $22,000 increase to the salary cap; motions to accept the fourth-quarter report and the 2026 budget were moved and approved unanimously, though Magistrate King raised a concern about payout of comp time when deputies leave the department.
The court also voted to pay claims and approve cash transfers. The meeting concluded with a motion to adjourn; the next regular session is Jan. 27, 2026.
